In *Men at Arms*, published in 1993, Terry Pratchett gave a minor character a short piece of economic reasoning that has outlived most of the economics writing of its decade.
Captain Samuel Vimes, promoted out of poverty but still remembering it, observes that a good pair of leather boots costs fifty dollars and lasts ten years. Cheap boots cost ten dollars and last about a year before the soles let water through. A man who can afford fifty dollars has dry feet for a decade. A man who can only ever find ten dollars spends a hundred over the same ten years and still has wet feet.

It is a joke in a fantasy novel. It is also a compact and largely accurate description of a real mechanism, and it has been cited in policy discussions, academic papers and at least one campaign to change how inflation is measured.
The mechanism
The theory identifies a specific structural problem: **the cheapest option per purchase is frequently the most expensive option per unit of use.**
Buying well requires capital you have upfront. Without it, you are locked into repeated purchases of inferior goods, and the total outlay over time exceeds what the better option would have cost. The lack of money causes further loss of money.
This is not a claim about poor decision-making. Someone choosing ten-dollar boots when they have twelve dollars is deciding correctly given their constraint. The problem is the constraint.
It extends well past boots
Footwear is the illustration. The pattern is general.
**Housing.** A deposit and good credit unlock lower rent or a mortgage. Without them, people pay weekly rates for rooms, or higher rent to landlords who accept tenants others reject, or stay in poorly insulated properties with high heating costs.
**Credit.** Interest rates are lowest for those least likely to need credit. Someone with a thin credit file pays substantially more for the same loan — or turns to payday lending, doorstep lending or buy-now-pay-later at effective rates in the hundreds of percent.
**Banking.** Overdraft charges, minimum balance fees and failed direct debit penalties fall almost entirely on people with low balances. Someone living close to zero can be charged repeatedly in a month for being briefly short.
**Bulk purchasing.** Unit prices drop with pack size, but larger packs require both cash and storage. Buying a single roll of toilet paper from a corner shop costs several times the per-unit price of a bulk pack.
**Transport.** Annual season tickets are cheaper than monthly, which are cheaper than daily. Buying the cheapest ticket type requires having the largest sum available in advance. Meanwhile an unreliable old car generates repair bills that a newer one would not.
**Appliances.** An inefficient second-hand fridge costs less to buy and considerably more to run. Energy costs are paid monthly by whoever could not afford the efficient model.
**Prepayment meters.** In several countries, households on prepayment energy meters — disproportionately low-income — pay a higher unit rate than those on direct debit.
**Time.** Cheaper often means slower. Longer commutes on cheaper transport, hand-washing rather than a machine, multiple bus changes, longer queues at free services. Time spent is time not available for paid work, study or rest.
**Health.** Deferred dental treatment becomes an extraction. An untreated condition becomes an emergency. Cheap food that is calorie-dense and nutrient-poor carries costs that arrive years later.
The bandwidth problem
There is a second layer that Pratchett's version does not cover, and it comes from research by economists Sendhil Mullainathan and Eldar Shafir, published as *Scarcity*.
Their argument is that scarcity itself consumes cognitive capacity. When money is tight, financial calculation runs continuously in the background — what can be deferred, what must be paid, what happens if the car fails this week. That background load measurably reduces the mental bandwidth available for everything else.
Their studies found that inducing financial worry produced substantial temporary reductions in performance on reasoning tasks, and that the same individuals performed better when the same tasks were framed around small sums rather than large ones. In one striking field study, Indian sugarcane farmers performed better on cognitive tests after harvest, when they had been paid, than before it, when they were short.
The implication is uncomfortable for the standard moralising account. Poverty does not simply reveal poor judgement; it degrades the conditions under which good judgement is possible. Decisions that look short-sighted from outside are made under a cognitive load the observer is not carrying.
The scaling problem for advice
Most personal finance advice implicitly assumes surplus. Build an emergency fund. Buy quality. Invest early and let compounding work. Negotiate a better rate. Buy in bulk.
All of it is sound, and all of it requires either spare money or spare time as an input. Advice that presumes the resource you lack is not advice; it is a description of the problem restated.
This is why "just buy the fifty-dollar boots" is not a solution to the boots problem. The observation was never that people do not know the better boots are better.
What actually addresses it
Since the mechanism is structural, the interventions that work tend to be structural too.
- **Access to small amounts of affordable credit** at the moment of purchase, converting an unaffordable lump into an affordable series without predatory rates. Credit unions and social lending schemes operate on this principle.
- **Lump-sum transfers rather than drip payments.** Research on cash transfer programmes has repeatedly found that larger single payments are used for durable assets and productive investment, while equivalent amounts paid in small instalments get absorbed by immediate consumption.
- **Regulating the poverty premium directly** — capping payday interest, ending prepayment meter surcharges, banning fees that only trigger on low balances.
- **Buffer stocks and asset libraries.** Tool libraries, appliance schemes and furniture projects break the buy-cheap-repeatedly cycle by removing the purchase requirement entirely.
- **Automatic enrolment into cheaper defaults**, so that the better rate does not require the time, confidence and paperwork to switch.
Where the theory is imprecise
It is worth being accurate about the limits, because the theory is sometimes stretched further than it holds.
Expensive is not reliably a proxy for durable. Plenty of costly goods are costly for reasons of brand rather than construction, and the mid-price option is often the actual optimum. The relationship between price and lifespan is real but noisy.
The boots calculation also assumes the good is kept for its full life, which requires stable housing and circumstances. It assumes no urgent competing need arises. And Vimes's original figures are illustrative fiction rather than measurement.
None of this undermines the core point. The poverty premium has been documented repeatedly in real markets. But the theory is best used as a lens on structural cost, not as a shopping rule.
Summary
The boots theory describes a genuine trap: when you cannot afford the option with the lower long-run cost, you pay more over time for worse outcomes, and the shortfall reproduces itself. It operates across credit, housing, energy, transport, bulk buying, health and time, and it is compounded by the cognitive load that financial scarcity imposes. Because the mechanism is structural, advice aimed at individual behaviour has limited reach — what changes it is access to capital at the right moment and regulation of the premiums charged for being short of money.
